Glen Shuraig works with associate consultants who all have extensive experience of governance in the public sector – but also with specialist expertise on particular topics. We can provide consultancy advice and support or training on almost any aspect of public body governance, from either side of managing the relationship between the body and government to strategic planning, and can provide urgent advice if required on sensitive issues. We have associates with particular expertise in sustainable public procurement and HR and staffing issues.

Our Team
Eleanor Ryan, Managing Director
Eleanor established Glen Shuraig Consulting in 2019 and has since carried out a wide range of governance work for government and public bodies, including carrying out the independent Review of Scottish Government Relationships with Public Bodies in 2021-22. Eleanor draws on her experience in two public body Chief Executive roles as well as experience of sponsoring public bodies and working as Director of Budget in Scottish Government.
Barbara Allison, Associate Consultant
Barbara is a highly-experienced leader with many years of Director-level roles in Human Resources, Communications and Estates and Facilities management in the Scottish Prison Service and Scottish Government. Barbara has particular expertise in diversity and inclusion and is also a Chartered Accountant.
Keith Connal, Associate Consultant
Keith has extensive experience of public body sponsorship and public bodies policy in his former roles as a senior civil servant in Scottish Government. He also brings senior leadership experience in an operational environment.
Catriona Maclean, Associate Consultant
Catriona was leading public bodies policy in Scottish Government until early 2024, and draws on her extensive experience as a former public body chief executive and non-executive trustee. She has been involved in governance support and training for public bodies for many years.
Alastair Merrill, Associate Consultant
Alastair works internationally providing advice on sustainable public procurement, helping secure economic, social, environmental and innovation outcomes through strategic use of procurement. Alastair also has extensive governance experience in central government and higher education.
Brian Whalley, Associate Consultant
Brian has worked as a freelance since 2004 and more recently has led training in public body governance on behalf of both the Civil Service College and Northern Ireland Chief Executives’ Forum. He has an unmatched track record in delivering governance training to public and parliamentary bodies in all UK jurisdictions. Brian brings experience as a former accountant and civil servant, and a UK-wide perspective.
